Following the vote in the Chamber of Deputies of the 2015 reformed law on social dialogue, an overhaul of the training programme for staff representatives was initiated in July 2015. Revising the existing courses had become necessary because this reform of the legal framework assigned new missions to staff delegates. In order for them to be able to take on these tasks and exercise their mandate effectively, it was imperative that they be properly trained and prepared.
In this context, the range of training courses had to be reworked in terms of content, broadened in terms of themes and made more flexible in terms of format. The École supérieure du travail (EST) was commissioned to provide training for employee representatives. Its Administrative Council tasked the professional chambers with developing a flexible and innovative training offer.
The Luxembourg Chamber of Employees (CSL), together with the Chamber of Skilled Trades and Crafts, and the Chamber of Commerce, has been mandated by the Ministry of Labour to draw up a continuing training programme for staff representatives. Discussions were held with the trade unions and delegates from the various sectors in order to better define the needs of those involved on the ground.
Objectives and implications of the reform:
The partnership between EST and CSL, together with contributions from other professional chambers, marks a significant step towards improving the training of staff representatives in Luxembourg. This partnership, supported by the reformed legal framework and the concerted efforts of the various players, aims to strengthen social dialogue and ensure that delegates are well prepared for their new tasks.

As an staff delegate, you have a quota of training hours for the 5 years of your mandate, depending on your role and the size of the company.
This training leave is considered as actual working time.
Exemptions from service and continued remuneration for representatives on training are governed by article L.415-9 of the French Labour Code.
The related administrative procedures are handled by the École supérieure du travail (EST).
You can now register for staff representative training courses via the MyGuichet platform.
To complete your registration, you must add the “Agreement signed by the employer” document to the form, which you must download during the first stage of your registration on MyGuichet.lu.

The Chamber of Employees has set up a Documentation Centre dedicated to staff representatives. This area provides you with legislative and legal information, cross-industry agreements, collective agreements, legal rulings, publications, etc. This platform is continually updated and expanded.
