The five challenges in developing effective job quality policy

The Lecturer and guest speaker, Chris Warhurst, is Professor and Director of the Warwick Institute for Employment Research at the University of Warwick in the UK. He is also an Associate Research Fellow of SKOPE at the University of Oxford.

 

Conference theme:

There is now an acceptance that job creation and job quality can be dual policy aims – cast as ‘more and better jobs’ in EU parlance.

Moreover there is agreement that job quality needs to be improved.

However whilst policy development is positive, it has been slow. Likewise the translation of policy into practice has been slow.

There are a number of policy challenges that have contributed to these problems.

Whilst some nationally developed measures have emerged recently, including in Luxemburg, the first challenge is the lack of an internationally agreed measure of job quality.

The second challenge is deciding which jobs – all or some – should be targeted for intervention.

There are multiple policy and practice stakeholders and the third challenge is the tricky issue of who should act to improve job quality and which is shaped by varying interests and intents.

The fourth challenge is determining where intervention should best occur to improve job quality: prior to work, in the workplace or parallel to work.

A fifth challenge is the need to make improvements sustained, and which raises another tricky issue about the mechanism of change.

In outlining these five challenges a number of research developments are highlighted that might help address the problems of slow policy development and translation.
